Good evening to the esteemed members of the Council of the European Union, the Executive Committee of the GCV Republic, and the global network of Pi, Pioneers, and GCV Warriors who persistently defend this project.

Today, on behalf of the MiCA Investigation Team and the European Union, I present the comprehensive results of our assessment of quantum mining within the GCV Republic and the GCV Pioneer and Warrior ecosystem. This assessment is a significant step toward the most anticipated phase: the GCV Open Mainnet.

As previously agreed, there are three main conditions that must be met for the GCV Open Mainnet to be launched and receive full support from the European Union. Our investigation into the three conditions yielded the following results:

1. 80% of all GLT coins must be mined by GCV Warriors ✅ (Status: Achieved)

2. Sufficient usability is achieved within the Pi and Republic GCV ecosystems ✅ (Status: Achieved)

3. The Pi and Republic GCV ecosystems must be completely free from SCAM activity ❌ (Status: Not yet achieved)

We commend the immense hard work and dedication of GCV Warriors in successfully fulfilling the first two conditions. However, as independent investigators, we must adhere to the facts and realities of the situation. The third condition was not met, as the ecosystem remains fragile and susceptible to infiltration by individuals undermining the project's integrity.

The following are key findings from the MiCA investigation that underpin the non-compliance with the third condition:

First finding: Fraudulent activity was conducted under the guidance of crypto asset liquidation during the mainnet launch or Web 3.0 launch, fraudulently using the name of Dr. Nicholas Cockalis. This activity illegally collected fiat funds from pioneers and was carried out blatantly through various media platforms. The first finding was that Indonesian fraudsters named Fozan Wibowo and John Sukandar were involved.

The second finding was that fraudulent activities employed the ploy of fake Umrah trips and car exchanges using GCV pricing. This fraud was cleverly integrated into a marketplace application registered on Pi Browser, aiming to collect fiat currency from Pioneers under the guise of registration fees. This activity was blatantly advertised by a group of Indonesian fraudsters named Ruddy John Henry Novy Solangs and Hendra Tambaani.

The third finding was that semi-fraudulent activities were conducted under the direction of a small GCV exchange. This project promised to price GCV on the Pi blockchain, which never actually happened. This caused significant financial damage to numerous Pioneers and exchange traders who invested substantial amounts of real capital. This activity was blatantly promoted through various media by GCV ambassadors under the direct direction of the Global GCV Ambassador, Doris Yin.

Ladies and gentlemen, I must emphasize here that: the cleanliness and security of the ecosystem are the most important requirements demanded by the European Union as the primary guarantor and liquidity provider for the GCV Open Mainnet. There is no compromise on this. Unless these fraudsters and irresponsible individuals are immediately removed from the ecosystem, we, as the MiCA monitoring team, cannot safely convince the European Union to invest in this system.

Conclusion and Next Steps

Based on the above, we deeply regret to conclude that the Pi Network's Open Mainnet GCV and Republic GCV cannot proceed at this time, as they do not meet the third condition regarding securing the ecosystem from fraudulent activity.

However, we respect the efforts of this community. Therefore, the Council of the European Union will give all GCV members the opportunity to vote again. The purpose of this vote is to determine the next strategic steps and action plan for cleansing the ecosystem.

The future of this ecosystem is in your hands. Cleanse your group, and we will meet again at the negotiating table.
